Project Description: 

Application for an Environmental Impact Report (EIR) (Certification), General Plan Amendment, Zoning and Development Code Changes (NCO), Conditional Use Permit, Tentative Parcel Map, Design Review, Tree Permit Removal Permit along with Grading, Building and other permits for construction to allow the construction of 605 multi-family units and the demolition of 161 existing units (160 of which are under rent control).

A Tenant Relocation Plan, Inclusionary Housing Plan, Fiscal Impact Assessment, Plan for Continued Community Involvement, and a Community Impact Report were also included with the Application which are being reviewed in parallel with the land use requests and the development of the EIR.

Status Updates

 The project includes a General Plan Amendment, Zoning and Development Code Changes, Conditional Use Permit, Tentative Parcel Map, Design Review to allow the construction of 605 multi-family units.  A Planning Commission meeting on the Draft EIR was held on July 26, 2021, and a Planning Commission Policy and Action discussion (informational) was held on June 27, 2022. The Planning Commission recommended City Council approval at their July 25, 2022 Public Hearing. City Council considered project approval at the September 6, 2022 Public Hearing (meeting recording available here), and continued the item to the September 20, 2022 Public Hearing (meeting recording here), and October 4, 2022 Public Hearing (meeting recording here). Council certified the project's EIR at the October 4, 2022 Public Hearing, but continued consideration of the project approval to the November 1, 2022 Public Hearing (meeting recording here). The Final EIR was published on July 15, 2022, and is available for review below.

City Council adopted the resolution approving the Relocation Plan, Conditional Use Permit, Tentative Parcel Map, and Design Review Permit and adopted the resolution approving the General Plan Amendment at the November 1, 2022 Public Hearing and introduced the ordinances approving the Zoning Map and Development Code Amendments and Development Agreement and waived the first reading. The second reading of ordinances will occur on November 15, 2022 (meeting information here).
