FACEBOOK CAMPUS PROJECT

The East Palo Alto City Council will hold an informational meeting on December 13, 2011 tentatively scheduled for 7PM in the Council Chambers at 2415 University Avenue to discuss the Draft Environmental Impact Report (EIR) for the FACEBOOK CAMPUS PROJECT which is expected to be available on December 8, 2011. Below Market Rate (Inclusionary Housing) Regulations

On December 13, 2011 at 7:30PM in City Council Chambers at 24125 University Avenue, the City of East Palo Alto Council will hold a public hearing to consider the Planning Commission's November 14, 2011 recommendation to revise the Below Market Rate (Inclusionary) Ordinance, which requires a specific number of units in each new development to be affordable to a range of incomes to ensure affordable housing.

Community Rating System (National Flood Insurance Program)

On January 3, 2011, the City Council is tentatively scheduled to review a newly proposed Hazard Mitigation Plan and Flood Warning Plan addendum, which was recommended by the Planning Commission on November 14, 2011.

Planning Projects

Housing Element  

The Department of Housing and Community Development (HCD) certified the 2010 Housing Element on May 27, 2011. Twenty-eight (28) of the 71 Housing Element actions are in various stages of implementation. (See implementation_letter) For a complete overview, go to the Housing Action Plan, Chapter_5 of the Housing Element, which lists the 71 actions.

Sustainability Initiatives  

Climate Action Plan
The City adopted the CAP on September 20, 2011. Activities underway include Bicycle Transportation Plan (TL-3:1), page 49; Support efforts to Plant Trees in East Palo Alto (TL-4.1), page 52; Safe Routes to School Program (TL-3.2), page 51; Streetlight Retrofit Project (MU-1.1), page 65. An implementation plan will be provided to the City Council in 2012.

Bicycle Pedestrian Bridge
The City of East Palo Alto is conducting outreach to design and plan improved access to shopping, schools, and employment that avoids the more heavily traveled University Avenue.

Complete Streets
The Planning Commission Ad Hoc Bicycle Committee is scheduled to meet on December 9, 2011 at 4:30PM at 1960 Tate Street, East Palo Alto to discuss opportunities to complete the streets. Resolutions to complete the streets consistent with recommendations contained in the Pedestrian Safety Assessment are below.

General Plan Update  

On November 28, 2011, the Planning Commission created a General Plan Ad Hoc Committee to assist the City in completing a grant application and Request For Proposals to update the General Plan for submission to the Strategic Growth Council by February 15, 2012. The first Ad Hoc Committee meeting is scheduled for 9AM, December 10, 2011 at City Hall, 2415 University Avenue.

Capital Improvement Program (CIP)

The City Council adopted the CIP on September 20, 2011. The CIP proposes $36,000,000.00 in current projects out of a total of $181,000,000.00 of Capital Improvements.

Revised Sign Regulations

Revisions to the City's sign regulations have been developed in order to encourage the display of high quality signs that will enhance community aesthetics. A Sign Design Manual has also been developed in order assist the general public in creating and displaying signs that meet the community's standards and expectations in regards to the design of signs.

Residential Design Guidelines

Residential Design Guidelines ("RDG") have been developed to assist property owners in planning new homes and making additions to existing ones, to provide developers guidance, to increase property values by enhancing community aesthetics, to encourage appropriate scale and bulk, and streamline review.  If approved the guidelines will apply to all new residential construction and exterior changes to existing homes and apartments in the City.

Revisions underway to make the City's Subdivision Regulations user friendly for residents and the development community are planned to be discussed on January 9, 2012.
