The City of East Palo Alto operates under the Council/Manager form of government, a system that combines the policy leadership of elected officials in the form of a city council, with the managerial expertise of an appointed city manager.
The Council is the legislative body that represents the community and is empowered by State law to formulate citywide policy. The City Manager is appointed by the Council and serves as the chief administrative officer of the City. The City Manager in turn appoints City department heads for Police, Finance, Housing and Community Development, Public Works, and Community Services. The City Attorney, also appointed by the Council, advises and represents the City and Council in all legal matters.
The City Manager also serves as Executive Director for the City's
Redevelopment Agency, and City Clerk to the Council.
