Anti-Displacement Services

Background

To fulfill the intent of Measure O, as approved by the voters in November 2016, and to protect residents from displacement and homelessness, the City of East Palo Alto requests proposals for anti-displacement services of qualified organizations to provide legal services, tenant advocacy and education, and financial assistance services.   

This website will serve as the main communication tool for the Anti-Displacement Services RFP moving forward. City staff will update this website to disseminate pertinent information to the public and to document each community meeting, City Council discussion, or other significant process actions.  

Purpose of the Request for Proposals 

Individuals and firms responding to the City’s RFP (Respondents) must submit a proposal that thoroughly describes their experience, capacity, and ability to perform the services being sought by the City.  Respondents may submit their qualifications to be considered for one or more of the three defined service areas, which will be separately ranked/rated. Respondents may also partner with other individuals or organizations to submit a response to this RFP. 

Even though the City has identified the service areas, the activities within those service areas are just examples. Thus, the City encourages Respondents to submit compelling proposals outlining proven methods and activities that could work in East Palo Alto.
