The City of East Palo Alto is in the midst of a major planning effort to develop a new General Plan for its future. The City hosted a series of public meetings to review the Final Plan.

Overview

The City conducted a number of outreach efforts throughout the planning process including citywide and neighborhood Town Hall meetings, and advisory committees. This was the first opportunity since the 1990s to provide your views about problems, solutions and a vision for the future of the City of East Palo Alto that is incorporated in the General Plan. Your input has helped decision-makers make choices that will affect the quality of life and economic vitality of your community!

The engagement process for the Vista2035 General Plan Update has been developed to involve as diverse a group of residents and stakeholders as possible. The goals of the engagement process are to:

  • Engage and empower the community in the visioning and planning process for their community.
  • Build capacity in the community so that the community can guide and support the implementation of the General Plan for the next generation of East Palo Alto residents.
  • Achieve broad demographic and geographic representation from stakeholders.
  • Achieve an end product for which the community feels their voice is heard and for which there is community support and ownership.
  • Manage a process that delivers a set of recommendations that is sustainable for the community to continue to implement through aforementioned ownership.
  • Involve stakeholders and the general public at key points with interactive participation that ranges from one-on-one activities to informed committees and to large scale community meetings and activities.
  • Develop easily understood informational materials that are language and culturally appropriate.
  • Keep the public informed throughout the process with updates, materials, etc.

Community Engagement Plan

The community outreach and engagement process will be guided by the Community Engagement Plan. This plan outlines the methods and approaches to involving the community during the General Plan and Westside Area planning processes.

Advisory Committees

The City formed two public advisory committees to assist with the process: The General Plan Advisory Committee and the Westside Advisory Committee. Each committee consists of a diverse range of residents, non-profit organizations and business owners who will come together to provide input and guidance to City staff, the consultant team, the Planning Commission and the City Council on topics related to the General Plan.

General Plan Advisory Committee (GPAC)

The GPAC consists of 13 members and will guide all aspects the General Plan update, including methods of public outreach, citywide goals, and topic-specific policies.  Committee members represent a diverse range of interest groups and geographic areas of the City. As meetings occur, the information will be posted above.

Westside Advisory Committee
The Westside Committee consists of 9 members and focuses on issues and concerns facing the west side of the City (west of U.S. 101).  This body will help to create the Westside Area Plan. As meetings occur, the information will be posted above.
