Welcome to the Vista2035 General Plan Update documents page. Here you can find links to important City documents that were being used for the General Plan Update process. This includes information developed throughout the Vista2035 planning process as well as existing documents and ordinances from the City of East Palo Alto. 


General Plan Update

Final EIR (Environmental Impact Report)
The Final EIR is now available for public review and comment.

Draft EIR (Environmental Impact Report)
The Draft EIR associated with the General Plan Update is now available for public review and comment.

Housing Element
The Draft Housing Element is now available for public review and comment.

Public Draft Released!
The draft General Plan has been completed. The entire document and individual chapters are available below for download.

Comments on the Public Draft General Plan will be due in late April or early May and should be submitted in a Word or Excel document via mail or email to:

Existing Conditions Report
The Existing Conditions Report describes existing issues and conditions pertaining to various topics in East Palo Alto. The Report will help form the basis for subsequent policies and strategies in East Palo Alto’s General Plan Update.

Environmental Impact Review (EIR) Documents
The City is currently preparing the EIR related to the General Plan Update. Updates will be posted as other documents are released and as the public comments period begins.

Westside Area Plan

Over the next year and a half, the Westside Area Plan will be prepared. As documents are published, they will be posted below.
