The Ravenswood/ 4 Corners Transit Oriented Development Specific Plan (Specific Plan) offers a great opportunity to create a community vision around land uses in the RBD and 4 Corners area and bring public transit alternatives to East Palo Alto to facilitate the smart growth of, and increased access to the Ravenswood Redevelopment Project area.
The City Council/Planning Commission Subcommittee on long range planning worked during 2007 and 2008 to create a Blueprint for long range planning in the Ravenswood Business District (RBD). A key outcome of the Blueprint is the Ravenswood/ 4 Corners Transit Oriented Development Specific Plan (Specific Plan). The City successfully applied for a planning grant from the MTC for the Specific Plan.
The Specific Plan will be a comprehensive planning study focused on defining land uses and circulation patterns around the planning area, which will cover, loosely described, 1) an area within a half mile radius of a potential transit station in the Ravenswood, (mainly, the Village neighborhood), and 2) the Ravenswood Redevelopment area, which is composed of two distinct areas: the Four Corners Area, and the Ravenswood Business District.
The City issued a Request for Proposals (RFP) in January, and hired Design, Community, & Environment as the lead consultant in July. It is anticipated that it will take approximately 18 months to complete the Specific Plan and Program EIR. A key part of the process is public involvement, and a key part of the public involvement is the formation of a Community Advisory Committee. The City Council appointed a 7-member CAC in May 2009. There will be a series of CAC meetings and Community Workshops in 2009 and 2010. The meeting agendas and documents will be posted below.
