Measure C, is a special parcel tax passed by voters in November 2006 to fight crime through community crime prevention and public safety law enforcement programs.
The tax is levied on property with the intent of "raising revenue necessary to retain and enhance services and programs to prevent violence and crime in the City of East Palo Alto." Funding from the measure is intended for the provision of crime/violence prevention services "with an emphasis on Youth and Families….and with a focus on Youth, Ex Felons, domestic violence and support for Senior Citizens."
The measure, apportioned 50% of the funds for community and neighborhood policing, training, crime suppression and investigations and the balance, ‘not less than 50%” to be directed at violence prevention programs.
To ensure proper administration of the revenue collection and spending, and the implementation of the programs mandated by the Measure, a 15 member "Crime Fighting Act Oversight Committee" is called for by the ordinance with each member of the City Council appointing three members.
The committee currently consists of Marva Monje, Patricia Finau, Georgiana Hymes, William Webster, Re’Anita Burns, Esther Hill, Marcia Perez, Teresa Fernandez, Luis Vizcardo, Anna Turner, Steward Hyland and Michael Francois.
The Committee meets every fourth Tuesday of the month at 219 Demeter Street Meetings are at 6.30pm.
